In September of 2007, the Carver-Scott Educational Cooperative (CSEC) formed a committee to develop an online learning consortium that would meet the needs of its member districts. The reasons for creating a local consortium are: to maintain local control over curriculum development to maintain local standards and rigor, as well as review of courses; provide enrollment limitations to meet consortium needs; allow for member districts to maintain a greater control over financial resources. Creating regional opportunities for students allows the consortium to give students more support than an online setting might typically provide.
The Online Development and Instructional Network (ODIN) includes members from the following school districts: CSEC; Jordan; Norwood/Young America; Prior Lake; Shakopee; and Waconia.ODIN offers classes to students in grades 9-12 as well as professional development opportunities.
